Peeing out and in

Q: Our 12 week old puppy is peeing/popping inside despite just being outside. We give him a good 15 minutes of time outside. We've taken him out every hour. Sometimes he will even go outside, only to pee inside a few minutes later. It's never a large quantity and it's not always in the same location. It seems like he is marking his territory or trying to get our attention. How do we fix behavior?
